When you're playing on the human team wearing a helmet, a radar function displays the relative position of enemies and buildings. Because it also shows how high and low relative to your position they are, a middle plane is drawn to help your imagination while you read the radar.
If cg_disableScannerPlane is set to 1, this middle plane is not drawn.
